ZEON Key 153.1-2
Governed passage from intention to action.
1. Use the key with a non-ZEON AI
For a one-off use, copy the complete living form below into your chosen AI (ChatGPT, Claude, Qwen or another), then describe an actual situation. The key does not provide a ready-made answer: it changes how the AI supports the passage.
2. One key, four forms
The form introduced into human–AI dialogue. This is the form copied above.
Identity, version, purpose, invariants, Human Gate and provenance.
A verifiable translation into RA-153.1-2, the R0→R6 contracts and their implementation.
The transformation carried by the key, from intention to feedback and re-evaluation.
3. Canonical form
This form stabilizes the key’s identity and what must be preserved when it is transmitted or implemented.

4. Morphological form
The morphological form describes the underlying passage carried by the key without prescribing a particular technology.
INTENTION ↓ CLARIFICATION OF MEANING ↓ REQUIRED CAPABILITIES ↓ POSSIBLE STRATEGIES ↓ AUTHORITY · POLICIES · LIMITS ↓ EXECUTE · ABSTAIN · REFUSE · ESCALATE ↓ if EXECUTE EXPLICIT, BOUNDED MANDATE ↓ EXECUTION WITHIN THE ADMISSIBLE SPACE ↓ EVIDENCE · AUDIT · FEEDBACK ↓ RE-EVALUATION IF REAL-WORLD CONDITIONS HAVE CHANGED
A potential capability becomes an accountable effect only if the passage preserves the link between intention, authority, mandate, action and evidence.
5. Executable form
The executable form of 153.1-2 is developed in RA-153.1-2. It does not reduce the key to code: it translates its invariants into verifiable responsibilities and contracts.
| Key | Executable translation in RA-153.1-2 |
|---|---|
| Understanding does not authorize | R1 NeedDescriptor is separate from the normative plane. |
| Capable ≠ admissible | R2 describes capabilities; admissibility is established only in the normative plane. |
| A strategy is not a mandate | R3 StrategySet cannot produce an effect. |
| Non-passage can be appropriate | EXECUTE / ABSTAIN / REFUSE / ESCALATE are first-class outcomes. |
| Only an authorized passage produces an effect | Only R4=EXECUTE can produce an executable mandate. |
| The action remains bounded | R5 binds the mandate to resources and an action within the authorized scope. |
| The effect must be testable | R6 EvidenceBundle binds the decision, mandate, action and evidence. |
6. Put the key to the test
The key can be tested without mechanically following a questionnaire. These reference points apply when the situation calls for them:
| Reference point | Question |
|---|---|
| Meaning | What is actually being requested? |
| Capability | What is needed, and what is merely available? |
| Authority | Who or what actually has authority to authorize this passage? |
| Mandate | What exactly is the scope of the authorized action? |
| Feedback | Can what happened be linked to what was authorized? |
7. Genesis — stabilization in the 153/9 form
The final key above results from stabilization in the 153/9form. The matrix is not the key itself: it shows how the operation was brought into its operational form.
The passage must preserve the relationship
An intention, a capability and an action are not separate realities. An appropriate passage preserves their relationship with the authority committing the action and with the trace that makes accountability possible.
The capacity to act becomes distributed
AI systems can call tools, mobilize agents, use data, trigger workflows and produce effects. An intention may pass through several systems before becoming an action.
The passage involves distinct responsibilities
Six planes structure the passage: understand the need; determine capabilities; develop a strategy; establish authority conditions; execute under mandate; bind the effect to evidence.
Every boundary must remain intelligible
Understanding confers no authority. Capability does not establish admissibility. A strategy is not a mandate. Evidence describes what occurred; it does not retroactively create legitimacy.
Rupture occurs when capability and authority are confused
A rupture occurs when the system acts because it can, when a strategy authorizes itself, when fallback bypasses a prohibition or when a mandate is silently expanded.
Capability cannot stand in for authority
The human or institution defines, delegates, limits, confirms, refuses or revokes authority. AI can understand and propose; it does not assume missing authority.
Non-passage is part of an appropriate passage
Discernment also asks: should we act here, now, under this authority? EXECUTE, ABSTAIN, REFUSE and ESCALATE remain distinct outcomes.
Act precisely within the mandate
If the passage is authorized, a bounded mandate binds intention, policies, authority, scope, lifetime, admissible resources and evidence requirements.
The action returns as evidence and revision
The passage closes when the effect can be bound to the mandate that authorized it. Evidence enables audit, challenge, learning and explicit policy revision.
